WE4F Programme East and West Africa - Regional/National long-term Expert Innovation Call

The Water and Energy for Food (WE4F) programme is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Commission (EU) and is implemented by the Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) GmbH in two regional hubs in East and West Africa, respectively in Nairobi, Kenya and in Abidjan, Côte d'Ivoire. Both hubs are the core implementing bodies for all activities in the two regions and will work towards achieving the targets set under the following outputs:

• Output 1: Business capacities of Innovators (SMEs) that offer innovative solutions (technological, digital, financial, etc.) for up-scaling climate friendly, energy and/or water efficient innovations are improved through financial and technical assistance
• Output 2: End user and multipliers are informed on the potentials of climate friendly, energy and/or water efficient innovations
• Output 3: Access to appropriate financing options for climate friendly, energy and/or water efficient innovations is improved and new, suitable financing mechanisms for end user of innovations are in place
• Output 4: Orientation for designing improved political and sectorial frame conditions for the up-scaling of climate friendly, energy and/or water efficient innovations (an enabling Environment) are provided
• Output 5: experiences of dissemination of climate friendly, energy and/or water efficient innovations are spread into regional, interregional and global exchange formats

The primary role of the contractor is to implement the following three work packages:

• Work package 1: preparing and managing innovation calls for SME Innovators
• Work package 2: strengthening business capacities of SME Innovators
• Work package 3: Supporting SME Innovators for Access to finance and scaling up operative solutions

Job description

• Design, prepare and manage all procedures for the innovation calls of WE4F in East Africa (Lot 1) or West Africa (Lot 2)
• Prepare and manage all contracts with selected Innovators from the calls
• Support TL in backstopping on business development and investment readiness of SMEs
• Support TL on technical support and advice on the energy-water-Food nexus

Qualifications

• Bachelor's Degree in social or technical sciences related to water, energy and/or agriculture
• Language skills: English C1 for East Africa (Lot 1) - French C1 and English B2 for West Africa (Lot 2)
• 5 years work experience in implementing development cooperation projects in energy or water in agriculture
• Good knowledge in digital/communication technologies (5 years) and work experience in preparing and running innovation calls in the region (5 years) as well as implementing innovation calls targeting SMEs in the region (5 years)
• 10 years work experience in East Africa (Lot 1) or in West Africa (Lot 2)
